In 1996, Kansas became the first State in the Union to privatize reintegration/foster care, adoption, and family preservation services. TFI Family Services, Inc. is one of the State’s contracting child welfare agencies, providing experience, compassion and quality services and care to children and families.

Adoption Contracts
TFI Family Services, Inc. was awarded the Kansas Social Rehabilitation Services’ (SRS) Reintegration/Foster Care/Adoption Contract for SRS Region One, encompassing 21 counties in Southeast and South Central Kansas. TFI served 1,704 children in 2008 through this contract and has been the contractor for this Region since 2000.
Beginning July 1, 2009, TFI will also have the Reintegration/Foster Care/Adoption Contract with SRS for Region Three, encompassing 24 counties in Northeast Kansas. With this additional contract, TFI will become the largest foster care provider in the State of Kansas.
Contract Services
At the heart of TFI’s Reintegration/Foster Care/Adoption Services program delivery are Reintegration Teams consisting of case managers and family support workers who engage families to assure that they are active participants in developing their own case plan through a Family Centered Practice and Systems of Care model. This allows for thorough family assessment, case planning, family goal development and achievement, family support, community resource coordination, permanency planning and aftercare.
When out of home placement is necessary, TFI works so that siblings are kept together, children are kept close to their home community or school district, that concurrent case planning is implemented when appropriate, and that relative and kinship placements are explored and utilized. The Reintegration Team draws on other TFI staff resources as needed to give the child/family the most comprehensive continuum of care. Staff includes Therapeutic Case Managers, Resource Family Service Workers, Kinship Specialists, Adoption Recruiters and Coordinators, Independent Living Coordinators and Aftercare Specialists. Services provided by TFI or through community services to the families and children include Child Care, Adoption, Transportation, Behavioral Health, Family Foster Care, Residential Treatment, Emergency Shelter Care, Substance Abuse Counseling, Respite Care, Life and Parenting Skill training.
